How to change default spawning items.

How would I edit the items that you start with by default upon dying in or joining your own server.
For instance, if I wanted the ban hammer with me at all times, is there a way I could spawn with it without using events and such?

or have the Script/Server_KeepItems that allows you to keep items post death.
