Monitor says "out of range" when i start up Metro 2033

so ya i'm pretty sure that means it starts up in a resolution that my monitor can't support, it think the limit on this monitor is 1280 x 1024 but anyway, how do i fix this
and no i'm not getting a new monitor so don't start that stuff

couldn't find \4A Games\
however i did find the user.cfg in my steam folder but i can't open it with winrar
