Amazon uk doesn't have a game downloading part, and people outside of the us can buy from amazon us with a fake us address.

it won't be. there are only 2 prices for games in steam sales: standard sale price and special sale price, including daily deals/flash sales/whatever. if there's a daily deal and a flash sale at different times for the same game, it'll be the same percentage off both times.
