Admin Applications are a horrible idea

I think giving admin privileges to someone just because they're your friend is an awful system because then they believe that's an excuse to forget around when their responsibility is to properly manage the server. Then when they do go loving around you're less inclined to stop them because you're their friend, and the whole server goes to stuff. Sure trust is a factor in administration and I'm not saying don't give these positions to your friends, but make sure they're responsible first.

In some ways, you are right, in other ways, wrong.
Sure, a couple of badmins might spark up, but they can always be punished. And if someone sees an admin screwing my server up, I added a de-admin form. I hope that doesn't get abused out of jealousy.
Can take that out later if it seems like a bad idea.
Besides, I put if they abuse the admin revoke form, the person gets banned for at least a week.

Another major problem with it is this:
people in irc can just use /recv :[someone] PRIVMSG ##shadowempire :I recommend [someone] for admin

I think they are dumb when you are like, "Ok he has 1 reccomendation from green blockhead. lets add him" They are only good when you are strict on them.
