Error 7 in launcher for all files it's trying to download

It cannot download any of the files for the new update. My sister's computer on the same network did it fine. I've never had a problem with the launcher before. What's going on?

Used wireshark to look at what was wrong, apparently it was sending packets to some 192.138.whatever and did an ip lookup. It belonged to my university.
I had to set the HTTP_proxy environment variable in college to update Unity and never set it back. Deleting the variable fixed it for anyone wondering.
