Help with steam options not changing when I change them

Basically whenever I change those options it always reverts to how it was before (In a nutshell never changes). can anyone tell me whats going on? do you guys know how to solve this?

this is a stupid question, but you never know: are you clicking "apply" or "okay" (one or the other. idk which steam uses)?

I want it for a few reasons.

I click ok, there is no apply I looked.

Go into Steam and Exit. Steam doesn't save settings if you turn off your computer.

Go to Steam/userdata/'youraccountnumber'/config and delete localconfig.vdf. Restart Steam and it should work.
