How do you report a bug for an add on on the RTB website?

Open the RTB interface in-game, find the addon and then you can click the report button (just above the comments).

You can choose from a bunch of different reasons (broken/stolen etc).

Is there any way to do it not in game?

That (useful) functionality was removed.
