My Admin Controls Manager does NOT work.

You use the prefs. Maybe you need to actually pay more attention, because it tells you that in the description of the add-on.

Open your options GUI. Go to the Controls tab. Scroll down until you find the RTB category, where there will be a keybind called "Server Prefs" or something like that. Set that keybind and then use that to access the prefs.

Either that, or you go to the admin menu and click the Server Settings (or Server Control. Hell, I forgot) button and go to the preferences tab.
