Unlocked processor, decent motherboard, high-quality semi-modular PSU and an alright graphics card for $830 /w rebates. Lose the DVD burner or re-use your old one and drop that by $15.
Don't get a 750 ti. Even if you get another nvidia card, don't get a 750 ti, it's a waste of money if you're buying a new psu anyway and you're not building for an htpc

EDIT: Changed video card to a 750 instead.
If you're really concerned about saving money, you can try and scavenge eBay for a 2500K/3570K processor + P67/Z68/Z75/Z77 motherboard. The performance is nearly identical, but the parts are much cheaper.

A 430W PSU won't be enough for a GTX 760. 500W should be enough.

Why's that? The CPU and GPU together are rated at bit over half of 430W.

Also, other than that, is it a decent build?

A huge mistake I see a lot now is people who severely undercut their PSU

Thanks to the whole "you don't need that powerful of a PSU"( which is true) people interpret that as "get the least you can think of so you don't overkill"

400W to support an r9 280x multiple fans, CPU, hard drives, etc. like wtf. Get at least 600-700W to make room for future upgrades. 1200W might be overkill but getting too little is just as bad

430W would be fine if your computer could reach 100% efficiency but that kind of efficiency is impossible in today's computing.
It's better to over estimate the power supply than underestimate. Get a 500W PSU and save yourself the trouble when your computer randomly shuts down or bluescreens.

Loading up Sibelius gives a "Audio Engine Error", going into control panel and trying to play a test tone provides an error, and sound just all around doesn't work anywhere ever. Windows Media Player also provides an error when I try listening to music. The sound mixer doesn't show any sound being played if I load a youtube.

Things I tried:
-Rebooting
-Unplugging my speakers (worth a shot)
-Currently scanning for viruses with malwarebytes
-making sure drivers are up to date

Things I will try
-loading in safe mode
-i dunno
-still not sure

Rightclick the little white speaker on the right of your taskbar
Click "Volume control options"
Make sure your speakers have a checkmark next to it

That would get you an Intel Haswell i7, 16 GB of RAM, a 250GB SSD and 2TB of HDD, and a GTX 770.
When are you planning on buying?

I have a question, why do people sell sound cards if there really isn't any use for them? I found a soundcard that was marketed towards gaymers and I really don't understand why

people who actually produce music, i would assume have a use for a dedicated sound card
