I have no idea. I was going to head out for the day and I went to shut down our main computer when it happened. I had to use the power button to shut it down.
Could be that the registry value for the shut down button was overwritten somehow. I had something like this happen once, I couldn't create new folders because the registry value for the folder option when you create new objects was overwritten.

Might want to head into regedit and check it out. Just be careful.

looking good man, but that motherboard supports 2 CPU's and you only have one.
also the Titan X is out but you've got Titan Z's.

tight budget here.

tight budget here.

I traded in the old and expensive Titan Z's for two Titan X's, which saved you a few thousand. I also added better memory and storage among other things.

It's around the same price (without the doritos) but much better.

What's more efficient processing-wise? Two single-core CPUs or a single dual-core CPU?

Likely a single dual core, plus L3 cache is nice.

Is there any advantage over having a second CPU?

you removed my loving doritos.
i need them

Absolutely not.

Maybe I'm wrong, but I've never seen a motherboard with multiple CPU slots, and for good reason.

Besides fitting more cores, no. It just creates more heat. You'd only need that for some heavy server processing.

they exist, but only on server motherboards and processors like Xeon.

I compared two computers once. A motherboard with a single dual-core CPU and a motherboard with two AMD Semprons x32. The AMD Semp had a fresh install of Win7 while the other one had an installation of Win Vista with a stuffload of programs so it wasn't a good comparison.

Would this be ok for basic gaming?

APU 3.9 GHz
Radeon HD 8370 Graphics
8GB 1600MHz RAM
480W PSU
Optimized Cooling System
Windows 7 64-bit
Ports: VGA, HDMI, 6 USB 2.0, Ethernet, Audio Line in, audio line out, microphone in.

These are quickspecs of a computer my mom is considering buying. I don't want her to buy it unless I know it is good for gaming. If not, she said we are keeping it under $500 so ill look for a part list.
