If he's putting together a GTX 960 build I can't see him needing more than 8GB of RAM and going from 2133 to 2400Mhz is not going to make any difference in most all applications. Saving those few dollars and spending it on a better wireless card is something that will have noticeable gains in both connection stability and speed. A worthy trade-off in my opinion.

Edit: Here's an alternate partslist with a solid PSU, 16GB of RAM but no aftermarket CPU cooler and a slightly cheaper wireless card. Realistically the cooler doesn't matter since it isn't a k-series processor so I think it comes more down to vanity or preference in that regard.

the only thing i would recommend changing is getting a different case that doesnt look so tacky and stuff, such as the corsair 100r
and getting an ssd, as they really just make your experience better

AMD's current crimson chin drivers from their website are bugged, it has a fan speed bug that can possibly burn out your card
