Sorry for the late response, I don't post at the end of the day.

I prefer 30 - 60 fps, as it doesn't really bother me. Just as long as there are no random fps drops.

I have also changed my budget to around $600, as it's a tight budget
I also do not mind all medium settings on any modern game. I just want a rig that can run gta V with good settings.

Guys, these PCs at school seem to have "volatile memory". As in, every file modified, added, or deleted while it was running will revert back to the way it was when rebooted. Say, I download a file, save it in D:\file, when rebooting, D:\file doesn't exist. How can I disable that?

It's Windows 7 Enterprise.
