I'm not really up to date on neither Linux nor emulators, so vear with me: https://pcpartpicker.com/user/Chipskate/saved/2D9MnQ
[*]IIRC most emulators don't use more than 2 cores, thus high single-threaded performance is neccessary. Intel processors have the best single-threaded performance on the market, and the G3258 can be overclocked for an extra boost.
[*]Linux doesn't use much RAM, so 4GB should be enough.
[*]Sticking to integrated graphics since they should be enough unless you want to run lots of shaders/AA.
[*]I'm not sure 100% sure on the storage, but an SSD should be large enough for even a few hundred PS1/PSP games and will improve responsiveness compared to an HDD.
[*]Even though it's not neccessary I also chose a small, console-like case.
