I sold about 4 of these when I was working with HP a couple years back.
They do have a touchscreen, and the point of them is to essentially be a kind of media-hub you sit in your living room, so it can send media files to your TV while your kids are playing games on the PC and so on, so forth. It's a family-orientated machine.
Should be noted our demo unit had no keyboard or mouse and was running Windows 8.

yes and they save space. my school uses them in 3 computer labs
