Ok, I've got the Ubuntu installer and I'm confused as to what it does, does it install an ISO that I can burn to a disk or does it install ubuntu?

It just installs Ubuntu. Not sure how, as I have never used Wubi (nor would I recommend it, GRUB is a much better bootloader anyways.)
If you want the ISO, you have to download it from the Ubuntu website.

It runs it alongside Windows as a boot option. It probably would either give you an option to let it allocate as much as it wants or to allocate as much as you want. It won't let you try it, as Wubi is an installer, not a Live environment. The ISO is what you need if you wish to try before you install.
