Use catalyst control center
Go to AMD Overdrive (performance tab), set your clock rates and memory rates. Then you should stress test it for a few hours to make sure your OC is stable

Lol you can imagine how I felt after never seeing that card and paying more for what would have been worse if you hadn't pointed that out.
