Tell him to make a cut in the base of the tree (like this shape: >) on the side of the tree facing away from the fence (assuming it can fall unhindered)
Then use the rope to pull it. Problem solved.

1.he would somehow have to tie the rope at the top/near the top of the tree
2. it would have to be a really long rope
3. the is what you should always pretty much do with any tree, it wont help here because like over half the tree is leaning to one side
