Abusing the admin password isn't addressed the rules, does that mean it's OK?

Kalphiter baited him twice on purpose. He baits everybody and causes too many server disturbances. It is impossible for anybody to enjoy the game.
Conservative:
PressMe was banned for a day by Knox, why the forget isn't Kalphiter eligible for a ban?
My text provides more than enough evidence for a ban.
