how to run CD games without the CD?

No, CD cracks only work if you already have the game installed. It doesn't give the the game, just the means to start it without the disk. I don't see how that's illegal.

That actually depends on what the "crack" does.

If the crack skips product activation, then it's definitely illegal. It may even be illegal to use a no-CD crack in general. I'm not sure.

Create an ISO from the disc with IMGBurn and mount it with VirtualCloneDrive

Did you buy it from Steam? It should come with a CD key.
