Yes it does. The title is short and meant to describe the thread, and if each word has a capital letter it does not make it look worse, hard to understand, or make it annoying to read. It does, however, when used in the actual post.
Ontopic: Aren't there some events that are like OnWaterEnter or something that can do this?
