Make a top-tier city with lower-tier/stuff-tier cities FEEDING IT RESOURCES AND POWER.

Dirty industrial city, high tech science-y city, environmental city, and anything else I can think of.

I'll have a god-tier region all to myself. It will be a glorious empire. I'll then have a private region with select friends, and it too will be glorious.
and then I'll have a city or two in the Blockland region if you guys do get that going.
