What he should be doing, if he wasnt a brainless moron, would be comparing the statline of a veteran guardsman, who have a BS of 4 and can take carapace armor, giving them the same durability as a fire warrior. For the purposes of gameplay, give both factions armor, or neither. Fire warriors already have superior weapons, giving them superior armor as well is a fast way to get players to quit your server.
