For VATS, it could just trigger an AOE slow time field around the player and his targets.

I think he was being sarcastic, outlining a definite issue with coop in fallout games

more memorable locations, i dont think nv delivered on that, i think only the strip, freeside, and novac are. a lot of interior places look the same.
