Why are Civil war games so widely ignored by game makers?

Because, although I haven't played loads of Napoleonic Wars, as far as I am aware, it does not cover the American Civil War.
It covers the Napoleonic Wars, as the title kind of suggest.
It's Britain versus France. With Russia and Germany and possibly a couple others too, iirc.
Judging by your previous post you're asking for more medieval fighting games, than civil war games?
But I do agree. The Mount & Blade series is brilliant, and I can't wait for the next instalment, Bannerlords. But sadly there aren't many other games I can think of, off the top of my head, that quite meet the same genre.
Would love it if there were more.
Medieval Total War, and that were in the right genre, but I didn't like that level of RTS.

Well I'm looking for a Medieval / Civil War era. Mount and blade With fire and sword is pretttttyyy bad. It doesn't make you feel excited at all, it made me feel like I was playing depression rp thing, its sooo bland too.
Anyways, I just want to mix like Guns (not automatic but you know civil war type guns) and swords together.

Because civil wars are, honestly, terrible terrible events

Hell yeah!
Sadly, if they did have an arm mounted gatling gun, it wouldn't look anything like this
