Story-wise, they exist in the same world as the others. But they are side-games, considering they were released on handheld systems unlike the main series, III, VC, and SA. But VCS and LCS were ported to the PS2, since they did have some relevance to the story.
Chinatown Wars and Advanced are totally side games, and are very distant from the main storyline.

I'm still not seeing a PC release though.
Like Awdax said, San Diego doesn't port games to PC.
