Probably a desktop, it would also be alot cheaper to build one.

You could build something pretty decent if you spend your money right on a site like that.

Blockland uses OpenGL. I think any computer made today can run OpenGL.

Yes but not all computers can run the needed extensions for shadows, or are fast enough.
