Most android characters that get thrown around here have white "skin", a la Quote.

A cyborg would be any biotic race (which means you could make Velshyyr or Zero a cyborg) with some degree of mechanical augmentation. They're still actual people until they replace their brain with a supercomputer. In which case they're a robot stuffed into a skin.

Androids are robots made to look (reasonably) like people. They are most definitely not people on the inside, and fit the current description of the "cyborg race".
