Terraria is smaller than Starbound, so most likely yes.

but then again Starbound is 'better optimized' than Terraria according to the devs, so most likely no.
I know too much about this because this is an issue for me too :<

It pretty much will run fine so long as you are using a PC that wasn't outdated in 2002.
