Click the icon in the corner, select move, hold up.

Tried that
When I move it up and then try to move my mouse to the launch button, it brings the window back down again

top left of the window. your cursor should change to a diagonal arrow
resize the window

When I do that, it just moves the cursor, not resizing the window
