I noticed that it seems to be the ones that don't follow their natural culture that are peaceful.
I found Apex that are in a rather modern, not super modern town. I forgot the race, but the flying ship in an example of a group that's nice. I think it was Avian with Pirate culture.

it's pretty wonky at the moment. i'd say wait, but it's probably not going to go on sale anytime soon anyways. so if you're ok with playing a very unfinished game go ahead.
