Is it possible to have Server GUIs without clients downloading them as AddOns?

It indeed does. Its a little more tricky to create them because of security reasons, but after you get the hang of it, its very useful.

Yes, a gui can execute code, which means it can do whatever the owner wants, including something malicious.
And it's very hard to prevent that.

All GUIs that I could think of would work if they were to be ported over to the system. The only limitation is very advanced objects.
