How to change wind speed, cloud settings in-game.

Guess i never noticed since not many people actually used wind in their maps
It would be neat if it affected other things like fake killed bricks, maybe flying vehicles/airborne land vehicles, players and possibly certain projectiles that are told to be affected by wind

I don't think so. I'm fairly certain only some particles are.
