I always had this question, why cant we make more headgears or backgears?

So people can force you to download images in more ways than they already do. Although, if it only forces you to do it with approved decals then it won't be that bad.

Just learn to build with modular terrain, its much better than using terrain or interriors

Be sure to include an option to disable this because I don't want to waste time to load piece of stuff decals.
