Yeah pretty much. Most public servers are full of 12-year-olds with a vendetta to "win" the conversation. The forums are basically the same, but the people are older and... better at it. It's a weird sort of anarchy around here. And there are really no punishments for bullying other users. There are good people of course, but the nasty ones tend to speak louder.
As far as servers go I can suggest...
Tetrahedron's Whitelisted ServerMost of the people who join are friendly. The most aggressive thing I've heard so far is for Tetra to get the such-and-such addon. And that's only because he didn't enable very many add-ons in the beginning.

I haven't been there in a while, but Lego seems to genuinely care about the people who join his server, so you'll probably get treated a bit better there vs. your average freebuild.
Any server with 18+ people in it
Just keep your head down and don't argue.
The rest of the servers I join are usually passworded. Helpin friends with their projects. :3
Oh if you get the chance you should get this add-on and install it:
http://www.returntoblockland.com/ It gives you an ingame ui you can use to talk to your friends while still ingame. Which is nice. Also I think it supports downloading and installing add-ons while still running blockland. So... that's also pretty nice as well. Shift+Tab is default to open up the ui.
