A jump scare is like the act of trying to punch someone, while horror is telling someone you'll punch them but not telling them when.

Jump scare is a scare of something happened when you don't know it and you don't know it is/was there. There's no reason to be scared before or after.
An actual scare is a scare of something that is there and you know it is there, but you don't know where or when you will meet it, or even if. See: Amnesia. You have plenty of reasons to be scared before and after.
