The chrome top bar is one pixel taller than the safari top bar, and they both use the same colors. the only thing different between the two is that there are a few more icons on the left, there's a google search bar, and chrome shows the tab's icons.
honestly, most of this is just completely subjective, and to me, the top bar simply looks a lot more cluttered than it should. probably mostly because of the unnecessary google search field, where you could just type it in the url bar. the shiny look is too gray, it should either be more white or more black. it just doesn't look good to me.
i would imagine that safari's interface is customizable. though chrome already looks nice, simple, and clean right out of the box, and doesn't need to be changed, unlike safari and firefox's vanilla appearances, so that's a plus. a theme change is all you would really need, and extensions/add-ons are a given for any browser.
for the record, chrome doesn't only show the tab's icons, that's only for pinned tabs.
