Why aren't tilde's (~) allowed in regular chat?

I know it sounds like a dumb question, but I'm curious. It's not like it would do any harm, so why wouldn't we be allowed to use it in regular chat?

Not true. The ~ character is not only allowed in chat (when copied), but can also appear normally in chat on both the server's end and the client's end, not to mention that it can be echoed to the console. However, for reasons unknowable now or ever, either Badspot or the Torque devs decided to make the tilde be filtered out by the default chat. (I don't know who made the chat function, so I'm gonna go with Badspot.)
