Why aren't tilde's (~) allowed in regular chat?

Yes, all of this is correct, thank you xalos.
My question is about that last part, why it's filtered by the default chat. Why? There doesn't seem to be any immediate logical explanation.

My guess is there's probably a standard filter that only lets alphanumeric characters pass through.

but a \ is not an alphanumeric character and i can use it in chat

Neither is |, <, >, ¡ (upside down exclamation point), ¿, «, or », and we can use all of those too.
