I had a very good example of him:

I was going on my friends server to fly planes. Setro met WhoCares several times and hopped into a plane without getting his test first. I asked him to test and he was horrible at ATC, and after I told him to stop, he went on the runway anyways and flew to a different Airport. I told him to stop flying and he made up stupid excuses. I killed him and he started being a nuisance to get perma-banned. He got unbanned for some reason.
