What eight rules should every server have?

#1 - Good server administration who aren't abusive
#2 - No unfinished builds
#3 - Always have an instruction guide in the server on how to play the game
and that's about it for me

these are rules for within a server. Not for the host or for the game as a whole.
These aren't rules on how to HOST a server. These are rules for the players to follow WITHIN a server.
Four rules so far, all fairly good rules at that.
