Missing BL_ID's On RTB

How come on the RTB BL_ID list most of the BL_ID's are missing.
EX:
41999
42001
42003
42011

That doesn't explain ID 1337

Yes it does
It's not in the list because noone ever joined a server with rtb or had rtb while having the ID 1337
We do not know whether it has been sold
