Connection Refused for Port 25565?

So, I wanted to go start my Minecraft server after port forwarding to Port 25565:


And I got a "Connection Refused" message after trying to join on my External IP.


Am I doing something wrong?

Belkin, Dynamic, Windows 7

Belkin makes like 7 different routers. You'll have to be more specific.
Plus, if you have a dynamic IP, the IP you put in when you port forwarded will become inaccurate whenever your router reassigns you a new IP address. Find out how to change it to become static.

I'm also doubting your router would assign the .2 address.
