Does v21 enforce minigames?
Pecon:
You have to set up the minigame in a gamemode file for it to be default.
If you don't want to go through that trouble, Slayer is a nice alternative.

There's an addon I think called Default Minigame however Slayer is a really good mini game alternative to the default minigame.
