Handcuff Mod (Idea)

That's why when I added the handcuffing to another player I said "in a later version". Because I imagine making such a thing would be difficult. For the bolt cutter to work in such a situation they would have to click one of the players cuffed together to break the cuffs.
I added the other stuff to the list.
