Jesus christ, it just means that you can pay to get later items immediately. You can still get the same things if you work through game objectives. This is what that statement means.

Yeah, Nickelob has got it right.
Apparantely all characters and items can be acquired as rewards and drops from enemies.
The purchase packs are for you to jump the scavenging part of the game and acquire these characters and items immediately.
There is no benefit to purchasing them (other than getting them quicker), and you are at no disadvantage if you want to acquire them by hand.
The game seems to be entirely Free To Play, with a couple extra purchases available at your leisure.
