Help me fix my lag :(

I tried everything to fix my lag such as taking off addons, and my internet connection is 5 bars. This happens to me on my server that causes everything to slow down, like that item tab(where the hammer and the wrench is) takes whole bunch of clicks to fully open and same for the brick tab also the Bf3 weps are gliched; it wont reload.
It happens every time on my server, everyone says there not lagging but im lagging. its really making me think my Windows 8 CPU is worthless :(.

Windows 8 also got a 4/10 rating. But I don't think this is relevent.

Turn all your stats in the options tab to minimum or off if you can, this means
* Brick Quality
* Texture Quality
* Partical Quality
* Shader Quality
* Physics QualityThen go to the advanced tab and hit apply, there will be a long lag and then you can play again.
That fixed it for me.
