It's a wording trick to make it sound more casual and less annoying.
If someone said, "Dolphins are the worst thing to ever exist." in a thread about dolphins, that'd sound more 'starfish-ish' than if you said something along the lines of "IMO, dolphins are the worst thing to ever exist."

It's not necessarily that they use "imo" that is annoying, it's how they use it.
Ex. I think Skyrim is the best game ever, imo.
