Oddly enough, because rockets are generally made to be anti-vehicle, but yes, this is why it's harder to kill large vehicles.
In fact, if the vehicle is longer than 12 studs, you might not even be doing radius damage to it.

The vehicle however still takes the direct 30 damage, which is the same as the gun's.
