So you could open it up and it'd say

"Create New Rank"
or
"Edit Current Rank"

Click CREATE NEW RANK and this pops up:

Rank Name:
Permissions checklist: (check off the stuff they should be able to do)
How to acquire the rank: (by default, admin-made only, host-only)

Edit Current rank is simply the same thing but just editing.
