Custom Pop-ups on command

Hello,
I kind of need/wand this for my server.
I could really have some possibilities with this.
What I want is basically a script that lets you create as many commands as you want, and when you type the command, it would bring up a pop-up of some notes you set it to be.
Each command would have its own set text.
For example, you could type /help and a pop-up would appear saying:
"Click this to blah blah blah.
Jump on this to blah.
Whatever
Whatever"
Could anyone make this?
Please make it have rtb preferences or it will be very annoying.
